At 1:36 AM on June 1, 2020, Anchorage Police responded to reports of a sexual assault. Initial indications are that the juvenile female victim was sexually assaulted outside at gunpoint by the adult male suspect in the area of Lake Otis and Dowling. Afterwards the suspect fled the scene on foot with items he took from the victim. The victim went home, reported the incident to a parent, and police were called.
Through the investigation the suspect was identified as 18-year-old Kenneth D. L. Horton. It was further discovered that Horton had an ankle monitor which he had cut off. It appears that Horton and the victim were acquainted with one another and communicated through social media. Detectives obtained an arrest warrant for Horton for the charges of Sexual Assault I, Sexual Abuse of a Minor II, Robbery I, and Escape.
At 5:44 PM on June 2, 2020, officers from swing shift patrol, the Investigation Support Unit (ISU), Community Action Policing Unit (CAP), and K9 responded to the area of Laurel and Tudor to search for Horton. Horton was eventually located hiding in an apartment on the 4200-block of Laurel street; he was taken into custody without incident. After being questioned by detectives at the Anchorage Police Department, Horton was remanded at the Anchorage Jail on his warrant.

During the search for Horton, officers came into contact with 25-year-old Allahjah E. Douglas-Franks who had an outstanding felony warrant for a probation violation. Douglas-Franks was arrested on that warrant and transported to the Anchorage Jail.
