At 8:24 AM on Tuesday, August 20, 2019, a citizen called APD Dispatch to report that his intoxicated roommate was causing a disturbance and throwing things. While officers were in route to the 7500-block of Basel Street, the caller advised the suspect was armed and had left in a 2003 silver Dodge van. Officers searched the area for the van but were unable to locate it.
At 9:17 AM another citizen called APD Dispatch to report that a male was parked in a silver van in a parking lot at Northern Lights and A Street. The citizen stated the male appeared to be intoxicated and that he had pointed a gun at people. The first officer to respond located the unoccupied van in the parking lot. As the officer was waiting for backup units to arrive, he saw a male get into the van and start to drive away. The officer initiated a traffic stop and began to give commands. The driver, later identified as 35-year-old Roque D. Montanye, complied and informed the officer there was a firearm in the vehicle.
An unloaded rifle was found inside the van and an unloaded handgun was found lying in the parking lot. According to witnesses, Montanye had racked the slide on the handgun and told a group of people standing on the corner that he was going to shoot them. Montanye then laid the gun down and walked away from it.
Montanye was remanded at the Anchorage Jail on the charges of Misconduct Involving a Weapon IV, Operating under the Influence, and two counts of Assault III. There were no injuries.
While police were interviewing witnesses they came into contact with 21-year-old Shalene V. Moses who had two outstanding warrants for her arrest. She was taken into custody and remanded at the Anchorage Jail.
